Fishing help!

Im trying to catch raging bullhead for jonah and the whales. And I have a pole, shark bait, everything equiped, and all thr skills. I checked the wiki and it said pull high and pull hard works. I tried in what i thought was a lake and got nothing. Idk if where im trying is sea water and i just dont know it. Or theres something else i need to know about raging bullhead. So ya help me identify what a lake is in this game cuz all i see is rivers and oceans. And any tips will help too.

A screenshot of where you're fishing would be helpful. I've not become an expert on the fishing system here, but if I recall correctly, fish come in nodes, so you might be in the right type of place, but there are none of that fish type. (Someone will correct me if I'm wrong, I hope!)
