as for Jamestown in the middle, they could just create some new map space north and south of it's borders to have it match the 2 severs on either end of it, map wise.
I think a better solution would be to just have the boats and when you sailed to the boarder you got an option to move to the other server, it would then transfer everything in the boat, characters, stuff, etc... to the new server.

Well Paradox hasn't really talked about they're deal with the Dev's and vice versa, but my guess is that Paradox keeps any Cash store money to cover any server expenses then split any profits with Seatribe somehow. Who knows tho.
......but a 4th server of course would cost more in bandwidth to run. Again, I've stated before, I'm sure Paradox has some sort of mass bandwidth bulk deal of some sort, most game publishers get pretty good discounts for server bandwidth, so it's probably cheaper to run their servers than we think.
