Digging around water and other implementations of this idea (irrigation ditches, etc) are mostly a server-side mechanical issue of implementing some sort of fluid dynamics or simulation of it. It may come eventually, but don't expect any time soon. It's not a trivial problem to tackle. I know jorb, at least, has chimed in on the matter previously.
Would love to see water mills, too, and it's been suggested a few times, but again, it's the issue of "building" near water. There was a bit of a issue during the development of HnH, so it's probably a preemptive measure to avoid a bug or exploit of game mechanics.
