There are, but they aren't very effective. I know a few F2P games that limit the number of accounts one can create, and they do very good with monitoring it, but it's not perfect. The fact that it's not perfect is the issue. Why should a handful of people that can hack their way past the countermeasures get benefits others don't? But then, with unlimited number of characters, why do you need so many accounts?
I say keep the taxes, but lower rents based on the player base is the best idea. I think no rent and higher taxes would be most ideal, but that's my opinion.
