There's two "checks" that are made that determine if the cutting will sprout into a tree. These two checks are against your F&W and NP
when you strike the cutting. The next is against your S&C and NP when you pot the cutting. Raising any of these three should increase your chances, although the trend seems to suggest that raising S&C, even to insane levels, does not have a great effect.
It's good to hear some reassuring words about F&W. My suspicion is that raising NP will have the greatest impact on success rate as it's involved in both checks, however we had data that suggests otherwise. Yourgrandmother reported the following:

The real trick here is to find the point of diminishing returns. It seems like with base skills you have around 30% success rate. At all 50's it goes up to 40%. I'm willing to bet that we'll see 50% at around 75, and maybe never reach 75%.
