I've not seen any exact info on this, so this is my best speculation using the game mechanics as I understand them.
1. If the town claim runs out of silver for upkeep, it becomes open to being taken over by anyone with Compacts & Constitutions if I recall right.
2. If a town runs out of upkeep, it no longer protects the structures on it and scents aren't left. Any personal claims could be broken into without the requisite waste claim the town would protect them from.
3. Another town can't be built there as long as there is an existing town claim. The old claim needs to be removed first, but refer to #1.
4. As long as braziers are on an active claim of any type, they'll protect the claim they are on. If the braziers are on the town claim but not a personal claim, they won't activate for anything if the down goes dormant, but will activate if the braziers are on the personal claim being attacked. If the braziers are on two different personal claims, and one claim is broken into, the second claim won't contribute even if within range.
