Skills capping purity

Does anybody know exactly how it caps it? As in, if I have 20 mines and mountains, what's the max quality quarried stone I can get? (As the wiki says it affects quarried minerals) Is it 20%?

Fairly sure 200+ proficiencies will only generate 10% or so soft cap.
