Even as an item that could only exist in containers/inventory, written notes would be HUGELY useful for communicating with other players.

Place a basket outside the gates of your neighbor with a dead rabbit and a note saying "Unlike this rabbit, my love for you will never die."

I love the idea of paper and in game books and writing notes to people.

You could use paper to message other players. You could use it as if it were some sort of sign. You could even use it to write lengthy diatribes of lies about other players and factions and leave them for everyone else to see.

...if only the devs would implement chat, signs, and create a forum for us...

Yes, but paper notes would allow for communication with somebody whose identity you do not know. I have a neighbor who is obviously active, but is in a different time zone and we have never met. Is your solution that I just PM him on the forums?

You could make a sign

Signs were made to be expensive enough to prevent spamming, which makes them a bit expensive to be used for labelling, notes, or extended two-way communication.

Paper would be an item and thus be transportable, easy to carry (one inventory slot instead of 6) so more generally useful.
