This isn't it. I run just fine on an AMD 64 (1st gen) with an nVidia 5200. Video stutters a lot (15 fps or so tops), but nothing that's not playable. You can't get much slower than that (short of a significantly slower CPU).

Troubleshooting lag is a difficult task. Your computer could be the problem, your router, your service provider, or something between the server and your network. Heck, a bad ethernet cable or bad signal-to-noise ratio (for wireless) can cause these issues.
