Add this option to Commonwealth & Government. Its silly to have to right click a bell to say you don't want to be mayor anymore.
In order to make sure someone doesn't accidentally click it, have a pop up of "Are you sure?" yes,no ect.

Let the bell stand open to be destroyed or claimed by whomever. So if someone is willing to put a waste down they still get what they want as the bell would still stand mayor-less.

Right now to drop few town bells you need few characters with 45 f&w prof and that costs time and resources after your suggestion single character could drop new town bell every 1 hours walk and build stick fence in like 15 minutes?
2500 silver is nothing when you got 5-10+ characters 200+ with good items to protect from raid when they are going to sleep?
