Is there a mine on your claim? Because you'll probably not want to settle permanently until you find an abandoned one to build around, or prospect to find your own. If you're worried about a hostile neighbor, I can think of a few things you can do.
Find a new place to live, the writ doesn't cost all That much. And there are many abandoned bases out there for a new player to take over to get you a head start.
Don't build any walls and assume you're going to get robbed now and then, so don't keep anything valuable on your claim. Just use it as a temporary dwelling until you can build yourself up a bit and find a more permanent place. Log off with your valuables or give them to an alt.
If you're on Plymouth, there's always plenty of iron bars for sale in the stalls. Learn fence building and brazier forging and put up a stone wall and buy the iron for braziers. I'd do this if you have a mine but aren't quite ready to smelt.
Make an alt and pay your neighbor a visit with the alt. Maybe they'll be friendly. If they aren't, you've only lost the alt.
