I suggest that you only have one character per account and also give you the option of deleting it.
To avoid accidentally deleted, you can create a warning message to confirm the deletion or No

then you need to do something about it?
1. make e-mail confirmations. then making more than 2-3 chars becomes bit of pain already
2. limit the char logins from same ip. i dont say to one but say, to five(if some people play together or something)
3. make an actual ruleset for multiaccing, that you may have max 2 chars? if proven having more then ban all?

there sure are more things you can do, no thing solves the problem, but every bit helps to lessen the problem.
also i see that the game is in beta and let them multiacc and it's ok, even for testing purposes and so, but if this thing go out of beta then it can't continue this way.
