There is no extortion. There are very real and very large costs associated with keeping the lands Crime Free since your uncivilized people began trespassing on my lands. Prior to your arrival the Tribe had no crime as our people do not have a system of ownership. Now that you have brought these uncivilized customs into my lands I am forced to keep order with a very lengthy and costly judicial system. You can of course refuse to pay for your share of the upkeep just as you can refuse to pay taxes and just as you can dine at a restaurant and then quickly dart away before the waiter brings the bill. I question the ethics of anyone who enjoys the liberties of our crime-free world but then refuses to make their Treaty Payment which facilitates this luxury you live in.
