Maybe just a balance issue.. Right now just one or two stalls in Plymouth sell decent stuff, rest are pure storage or has crazy prices so something needs to be done.
Obviously the numbers are up for debate, but i think well run stalls can make alot of money, personally i would prefer there to be often stalls abandoned than stalls that are full of crap or used as vaults.
Take the following example:
We have 14 people willing and capable of running a stall.
There are 20 stalls in total.Scenario a - Low Rent) All 20 stalls are occupied, only 8 of the willing and capable sellers have been able to purchase one. The other stalls are either empty or selling rubbish or used as vaults.
6 sellers are unable to sell their goods which is unfair on them and leads to price inflation, 12 of the stalls are wasting space and make browsing tedious for the buyer.
Scenario b - High Rent) Only 14 stalls are occupied, all the willing and capable sellers have a stall. Prices are lower for the buyer, and noone is having to sift through empty stalls and vaults. 2 of the sellers are very wealthy and could choose to buy out the other stalls, but the price of 30K + 15K per week makes this unatrractive and so there are 6 stalls available should more people wish to purchase one.
