Where I hunt and fish IRL, you can drink straight from the streams and small lakes safely.(except during spring melt) So we can't make pure water in salem, because we make it impure by existing.

Already been said, but this is total BS. If you're really as outdoors-y as you say, you should know that drinking water straight from a lake/river isn't safe at all. Water quality took a dip when it was utilized by early settlers, but the "untainted waters" of the world were/are equally filthy before. Even nowadays, if you head out into completely unpopulated areas, you're advised to boil your water before you use it, because natural river water is full of horrible horrible parasites and such.

100% natural river water = 100% natural animal toilet water. Ever seen underwater footage of hippos? They don't give a crap about crapping in the water they're in. It's pretty much the same with all animals.

Maybe you could argue that water was purer before the existence of life, but I still wouldn't believe you, because minerals can still be dissolved in water. The only way to get "100% pure water" is to distill it, which I don't believe happens naturally anywhere. Granted, 100% pure water isn't actually good for growing things, since they need minerals and such to thrive.

/end thread derail

The devs could go the route of having lakes/rivers all be 1.0, and then have people use dowsing to find springs to get higher purity. (although I'd also like a time consuming way to improve water quality by the bucket, too)

Even if rivers were full of animal **** it is unlikely they will cause you an illness because most of the microbes that survive in their colon cannot survive in us...(except those for who we are natural 2nd hosts--but that is avoided by not dumping sewage in water in the first place)
also you can never get pure water as CO2 disolves in water as soon it is exposed to air..

If you can figure out how to convince a beaver to stop "dumping sewage" into rivers and lakes, you're welcome to try it. :P (Reminds me of this: http://www.truthorfiction.com/rumors/b/beaverdam.htm)

And, you could get pure water, by creating and storing it in a vacuum no? ¦] (As I mentioned, you don't actually want/need pure water for gardening and such, so when we say "pure" water we just mean water with a higher purity in game. Doesn't matter if it doesn't make sense. [Just like how it makes no sense that we're all trying to increase the levels of mercury in our foods in game. ])

beavers do not have sewage...by the mentioned sewage I was talking about getting diseases from human sewage which contain bowel microbes and get into fresh water hence making them more undrinkable

and it is impossible to make a 100% vacuum ...you can suck most of particles out of it but never all of them..

I live close to the rocky mountains. There is a lot of pristine bush to explore. I have been hunting and fishing in the foothills for over 25 yrs. I know what can and shouldn't be consumed in the back country. It's pretty simple to figure out if you should drink from a stream or not.
