What are the pluses and minuses of creating a town charter as opposed to having just a regular homestead.

Negative: Tresspassing is not a crime. Especially important once braziers have been activated. If the perp leaves the range of the brazier and waits for them to cool down, the braziers will not turn back on once he reenters the claim unless he commits a crime that is greater than tresspass.
