It's impossible to "fix" this. Even if such option is "removed" it's quite easy to add it to a custom client.

So in the end you would have default client without such option, and custom ones with it.

no sense removing it, it adds a dynamic to pvp and other things as well. if someone wants to "harass" (give me a break) you in town by doing something horrible like FOLLOWING you then get over it, that is the entire definition of a sandbox game and removing trivial things like follow is just another chip at what players can do and how they can interact with their environment.
