You'd need most of the fighters on the server to raid a place like that. It'd make legit raids like theirs near impossible, which isn't any sort of balance.

Stall-like system, you buy npc-guard with stats 100 for 1000s, rent per week is 250s, 150 stats 2000s rent 500s/week etc etc.
Guards can be bought only by town mayor and they are bind to town bell, so you can't get more than 3 per town bell with auth less than 1000,
5 guards for town bells with 1000-2000 auth etc etc.
Real issue for me is how and where would guards spawn and fight?
