garlic and horticulture gives only 2 garlic

I can confirm that without horticulture you get 2 bulbs from planting a bulb and 1 bulb from planting a sprouted clove. I would assume that with horticulture you would get 3 from planting a bulb and 2 from planting a clove.

I can confirm for many months, that you do get 3 garlic from from planting one bulb if the person who has the horticulture skill is the one who planted it.

So I guess the question remains:

Is it a bug that you get 1 bulb without Horticulture and 2 bulbs with Horticulture when planting a sprouted clove or is that intended? I always assumed it was intended since you could plant 4 pots out of one bulb doing it that way. I don't think there's any dispute about how it works when you plant a whole bulb since it works the same as planting anything else.
