Shift-clicking causes you to put the dirt on the corners between tiles. However the dirt will "roll" downhill some too, so you can place it against the back-edge of a tile that's otherwise against a ridge, and it will slowly build up the edge that's directly against the ridge as well.

I have a follow-up question about digging.
I have a few flat areas of different height. I have paved the flat areas but not the slopes. I'm now rethinking it all and want to level everything to the same level but I get a message saying the area isn't clear to do so. There is nothing in the way (logs, rocks, trees, equipment). Is this because I have paved the ground?

yes. You have to use "dig" on pavement to remove it

Unsure how there is so much confusion.

From your image, all you needed to do was dig down on the right side, and put the excess dirt off to the side.

No mud stacking was required at all to make a perfect path, a max removed amount of, 1 sled of dirt with laboring should have been required (5 mins) to make this a perfect nice neat path someone pulling a sled could have walked through.

It's not my picture. It's not even my topic. ;)
I know how to dig and use the tools but I haven't been able to level paved areas. I will try what Procne suggested.
