When picking up scents it gives me the option to track the perpetrator or the claim, how do I just collect evidence to give to the stockaides guy?

i have so many purple ! , how do i know which is traceable
I got one but it says "The perpetrator is currently playing"

then hes currently online and cant be stocked until he logs out

Also you can't stock someone who is online. Criminals can prevent getting stocked by staying online. What you can do, is collect the scent from ground and it will give an option to track the perperator via homestead, stolen item or perperator itself.

First "Also you can't stock someone who is online." not 100% true.
Because, when murder / thief walking in Boston then is possible stock him.
but he must be in boston and online.
