This is exactly what Trump has been saying all along though. He wants to reduce immigration from that area back to the levels where we can have the resources to investigate their backgrounds with the same level of detail that we used to a couple years ago before the levels were raised. Then, find the money somewhere to hire enough people to do enough checks to raise those levels again.
