It would have to come with doctors from the sponsoring country. That's how it works. A more advanced country like the US or UK comes into a native population and 'gives' them hospitals, schools, churches, all staffed by the invading country, of course. These people then use healthcare, kindness, education, and charity to create a disconnect between the people, mostly the children, and various parts of the native culture in such a way that the old culture is made to seem backward and useless while the new culture being instilled is shown as new and exciting and prosperous and full of opportunities. Sometimes, native religions are even made illegal once the invading country has the power to do so. Thus is one culture forcibly replaced with another. However, this only works well when the invaders can overawe the natives with new things and ideas. You can't really overawe a country with products that they already have.
Now, you can change them with just ideas and reeducation, but it'll take different strategies and probably a lot more time. Also, they're not stupid, some will resist. Wars will happen. We're kinda already in that situation.
