Garden Shovel Bugged?

not sure if its a bug but when i used the garden shovel to plant 50+ yellow roses i got a few +0 EVEN with a Garden Shovel





The Planter had 691 H&S

IIRC it did never show the +1 from the shovel like that, there always is a chance to have +0 no matter how high your HnS is or if you have a shovel or not, though with shovel you have 3 yield base.
