I don't know the answer, but it popped into the Top 10 around the time of the Wrap your Authority Object debacle and the authority requirements dropped. I don't know if prior to that they were #14 or whatever or if the town founding was around that time. Then and for awhile after that, they were around 4k and climbing but still in the single digits. I hadn't looked at the list for a bit and only noticed this 20k status until the last week or two.

Oh and I have erred on the side of functionality over aesthetics so far.
