Yes, but its better to use a pClaim as homestead since it can be destroyed if is with silver on it
Long term this is true, but if you find yourself without a homestead and sitting in Providence naked, you should build a leanto just outside the claim and homestead it just so you can log off if you need to. Then carefully proceed into the wilds on foot to find a new home. Be very careful when you are leaving the claim and for the first hour or so of travel. I highly recommend putting some silver in the bank for emergencies like this so you can at least travel to a landmark to get started, there would be less chance of encountering someone that way.

And why would someone cover a p-claim with a bell and then Declaim it?
Very, very rarely, people have covered a Pclaim with a town claim in order to invalidate the defenses and loot a claim that looks very valuable. If you are going to have valuable structures and tons of sheds, make sure you have a very large Pclaim as well so that it is prohibitively expensive to remove.
Having a town claim yourself can prevent a declaiming, but the main benefit is that the raider needs to place a 'waste claim' over your town before being able to destroy anything. A pclaim can be attacked immediately, which is a good argument for getting low level walls and at least a couple torchposts up asap once you build that claimstone. Most hermits really don't need to worry about getting a town claim, you're not going to have THAT much stuff lying around looking tempting unless you are either an incorrigible hoarder or a big trader. Just work your way up to getting a couple layers of walls and some braziers and torchposts.
