Has this game been canceled? I thought I read somewhere that it is or will be once the kickstarter obligations are filled or refunded but I could have greatly misunderstood. Also where IS everyone?!

People are CAUTIOUS in town because of disease, and curses, and stuff. So sort of like Ultima and stuff really. You come for business, you keep your wits or you are going to have a bad time. But don't be afraid to go to town. you need to so you can buy stuff and get silver by selling things.

Just be wary of characters that are coughing and standing still like an idiot.

Again, a lot like Ultima and other games like that. (Don't stand still like an idiot and expect to just get left alone completely necessarily.)
