Try 100 and you'll be getting a +1 every now and then when planting.

Base yield is 2, with garden shovel +1

Then with Herbs&Sprouts
>=100 = +1 Chance
>=150 = +2 Chance
>=200 = +3 Chance
>=250 = +4 Chance
...and so on.

With H&S you get only a Chance, it means that you also get pots with +0, +1, +2, +3, even if you have H&S over 250.

IIRC bonus rolls starts at 100+ and that cap will become higher each 50 points in h&s.

A shovel however will give you an extra yield, always. With a 500 h&s you still do get alot of +0's.

The only way you will always get three is with a shovel. There is always a random element as to how many bonus plants you get no matter how high your H&S

No matter how high your HnS is, you always could just roll +0, just like with SnC an fields.

But, having a chance of +3 or +4 already gives you a good average.
