Here we go again.
Just for the record plants and brains are not useless fillers people use to be special. In fact, no one even sees any stall graphics changes as a reward, except for the crazypants here. There is a market for mass producible cheap items and they sell pretty good if your price is reasonable. And yes, if you put 1000 pieces of grass in your stall for 1s each, it will be sold within a week, there is a market for that too. High end players often prefer to outsource such routine and they can afford it. You being able to get something yourself doesn't mean you have to or want to.

I was fairly happy with my solution here. Sell a single thing a week to show you are at least active, or pay 600% more tax.

So i can just log on weekly buy a carrot for 1s from my stalls then i'm good for another week right?

Yep. I mean you'll still owe the normal 400s. But other than that you should be good.
