How i mean this? Simple... they should (role)play out the Majestic thing in Providence.
Means they make events for audience the majestic highness.

But there are some limitations for us player:
- We can not place/change things in Providence.
- We can not moderate Events.
Means per example, we cannot prevent later entrance to Dockclub, because we can not close doors. And we can not take out KOed people, so that every match would result in a permadeath match.
Starting events ouside of Providence would cause similar issues, although we could build some structures for event, but i'm sure we would have at least one disturbing group at every event.
I can list more, but i think it's clear what i want to say.
Solving these problem would be, that JC&Marp give some special player the ability to use Dev-Commands only in Providence City. But i think then both have the problem, to decide who is genuine with this right. Not an easy decision.
Otherwise we can always start player events in all directions where no change in World is needed.
Just it needed some planing and timely announcment.
We can do it... but i guess with our community it would end up in a big chaos and the event manager would do it maybe twice and then he/she will decide to leave it.
But perhaps I am mistaken in our community skills and every salem player will be happy about player made events and will participate the event without to disturb.

The proposal of the OP don't fit in the Salem System of Free to Play and donate Dev's with Shop Items.
I think we should not have a real difference between paying and not paying people.
Some of salem player have not much real money, but they play much and give the game a special touch.
They are able to get the same benefits by paying the customer player with ingame silver.
You would exclude this important player with your system.

Oh... that i have overread i think.
But why then you need a monthly fee?
I guess they got much more money with this 40$ per quarter to get the cloak.
Means, every people who spent money in the Item-Shop decide to spent enough to get that cloak.
So with your system the devs would not have more benefit from paying people, but have more work with it.
And you will never push player who not spending real money yet to do it with an subscription... especially not, if you can buy this subscription benefits with an ingame item.
It makes just no sense.

So sad so few people remember the roanoke candy arena, where it all started.
That proved that it was possible to organize a player-based and organized fight club.
Even if most everyone fought just with alts, it was still loads of fun.
