Soft bile is that thing for which you must wait before it'll replenish and Hard biles is instant recover (So teas will regen your soft biles but soft biles cannot turn themselves into hard ones)

In that case tea always regened soft biles I thought. You never had the hard gray bar that was a promise of what you would get back in any case other than getting KOed. So my previous statements were still right. tea does not allow regen when having a crime debuff.

Your statement is correct. But the reason you never saw the soft bile gain from tea before is because it did indeed regen hard biles only.
