So I lower prices and thus cannot make enough money to keep the stall if the rent is raised. If you want stall turnover to increase, I suggest tying it to number of transactions per week, not to rent. Of course, then someone can just buy from their own stall to keep it active. But the 35% tax should discourage too much of that type of activity.
