Long Post as I attempt to qualify without coding.
Providence is King’s ward- taxes are levied there on Stall transactions, etc. The King provides almost everything needed… and he rewards the top 10 towns who support his rule with some of the profit. Those who grow on the King’s rule have a handful of ports around the map for silver… with local liveries… to get horses to move around, etc.
This is the Salem we all know.
I propose an ‘official’ Rebel faction.
Towns that are declared Rebel do not contribute to King’s wealth- not even passively
Any Member of Rebel town cannot own Stall in Providence… so all membership is forfeited when Mayor of town opts for Rebel status. (If you own a stall be sure of your Leader…else you could lose it all!)
Rebels can create a ‘Local market stone’… only towns that have existed for 60 days are eligible.
Market stone can be upgraded x3… for each upgrade… 4 more ‘Providence like’ stall can be created..12 max. Sales tax is given to town that created it for purpose of rent. No more than 5% can be kept for profit on stall rental.
Every rebel town has option to build a Wagon transport and horse lease (rent to equate to all local stall rentals) to nearest rebel trade market within 20% of map distance… so if there’s a ton of rebels… you could realistically have 20 possible ports
Crime- if you are a good King’s Citizen- you cannot use Rebel transit… you lose your status and become a rebel if you do. If you are Rebel it’s not crime to Kill a King’s man or woman either.
If you are a Citizen on the King’s good graces… destroying a rebel trade post makes no scents beyond skill ability to do so… you got waste… destroy it all scent free… you don’t- you’ll leave scents, etc.
Same goes for rebels.
End of line-
Rebels have to share among themselves- they can’t sell good to crown for silver… not even cotton…etc.. but they could have infinite port function among them as as town's become rebels... and possibly cheaper goods- as they don’t have to pay King’s taxes and each rebel faction trade post would have 4-12 stall for sale for other rebels... not just anyone.
King’s group can make silver by selling to crown, have a known fixed number of ports and certain horse rentals along the way. The most market stalls in any one place…etc.
Would necessitate accounts to be one faction or other.
Trade between factions would require some measure of disloyalty... like infamy...acquire/transer too much and you are fair game to once faction or the other for scent free payback...goes for giver and recipient.
Last- I'd give Rebels more freedoms during Trial by Combat, etc...but as they will already have greatest port funtions... they'll be able to show up and pitch in much, much sooner long shanks than any King's Man...
