Indians could have their witch doctors, etc...
Give them some hunting/foraging perks...as well as multiple personal ports (Indians to migrate a lot) but cut them at the knees for everything else, etc...
They be the ultimate Raider type... imo... but unable to really grow and evolve without a permanent claim.
Pilgrims don't need bow and arrow... it's a step back vs forward for the 'Settler'...
