The system was fine as it was, until someone decided to stealthily nerf towns by making athority objects including the bell destructible.
All to counter authority object spamming, which, whimsically, is best countered with more authority object spamming (each in its own pocket) to prevent losing the claim on parts of your town when being raided.
(Yea, I know, it was against a whole different kind of auth obj spamming...)
As it is now, the pclaim is inferrior to towns as it costs much more upkeep per tile and can be declaimed by eminent domain.
This still leaves the flaw, that it is now absolutely pointless to pay upkeep for your town, this should again be tied to the bell being indestructible, but I fear there is a "oh no too hard to code" excuse coming this way.
