But it doesn't matter because we don't WANT to police IPs. We don't mind if you play more than one character. There's a problem, I think, with terminology that some people use. You say 'Main', when what you mean is 'Farmer' or maybe 'Civilian'. You say 'Alt' when what you mean is 'Not the Civilian', while the word alt implies that said character is weak and undeveloped.
Back when I was raiding, my raider was my main character. I spent a lot more time on that one than on my civilian, and when it comes to humors, even my alternate raider had more than my civilian. I understand that someone can make a thief character with very low humors and only skills enough to steal from a leanto, but realistically if you want to raid seriously, you need hundreds of humors and a reasonably varied skill set. Losing something like that is pretty bad as it is and I really don't think we need to make farmers and mayors and tailors and the like more vulnerable or try to force them to raid.
Game of alts. -.-
Also, if you were actually mad about policing people, you could request an actual identification of the person behind the account, which is surely not desireable because of many reasons, but it technically is possible that way, whereas "cheating" such a thing can go as far as "being costly" for the offender due to your terms of service in such a case, or upright RL crime due to identity fraud, well, theoretically.

Now talking serious:
I don't want to get too much into how easy it is to raise a char to certain humor lvls if you have the necessary infrastructure...
As is it now, a crime-alt absolutely deserves the name alt, as it is a throwaway character whose life could end any second, which is in no way comparable to the risk of non-crime charactes suddenly dying, with certain exceptions ofc.
This means there is less connection between the player and the character, and less thrill.
You seem to clearly advertise the concept of alts, I dare to say it is a obvious flaw in any game, if you are required to use alts to explore all of the game while being at a crippling disadvantage if you dont use alts.
