They only appear in the deep ocean zone. They're not too rare. Use meat shreds, cuts or steaks in a net or the better baits on a pole.

Check the wiki on what you need to catch them. I catch them in any ocean water all the time. The area around the docks use to have tuna and the red fish I can't remember the name of. There is like 2 squares of land near the coast of the docks that use to have them both around it. Move along the coast checking both shallow and deep seeing if you can find a school.
