Both can be immediately destroyed without a waste claim by:
- a town member with the town-right "manage claims"
- the towns mayor
Therefore, it is a good practice to:
- be careful who has "mange claims" [edit:] and that right that allows you to assign rights
- protect the bell with a brick wall, pclaim and braziers/TPs
