if TBC was not there MORE criminals would be summoned since people could easier break into bases to use summon scents without the fear of getting TBC, please learn mechanics before talking..

People will create vaults with the current carebear mechanics those bases will be almost imposible to penetrate, plus you will need to lay a wasteclaim to enter vclaims vaults i doubt people will take their time to do this kind of work when they are to lazy/bored to put a tbc to one griefer alt. What will indeed happen is an increase in griefing to noobs like you and other people with alts with less than 2000scalp score and crappy bases.
