Make them paint with painting gear

The problem with this is if you give people freedom to make their own banners then you are going to have things like swastikas and wieners all over the place

Maybe give people different symbols/colors and ways to put them on banners. Like a character creation system but with banners instead

Have you not seen the banners in the Call of Duty? People still make images if they can move the banners around. Besides I am not sure why that is a major concern since you can already do that with paving...

well some medieval games have like symbols background color1 and 2 and words to go in so devs could just let us do it like that pick symbol that they maked and put it in and we do colors and words?
