No one knows the real numbers cept for the devs but this will give you a decent idea

Playable character (Main or alt) only requires lean-too seemingly.

The population counter that you can see counts individual accounts, not characters. Overall, the number of unique players seems to be about 80% of what you see in the numbers since some people use multiple accounts. Yeah, it's not as much as you might think by reading the forums, but the multi-accounters also tend to be the posters, it seems.

Maybe because those who don't have alt accounts also tend to not participate in the forum, or those who don't check the forum don't find out that separate accounts for alts is a good idea.
