You can take them home to a popham base, not a providence base. And he just said that even when you can start "sending animals home" it's not certain they will immediately be available in providence

You can start like all others on Popham with a brand new Character and try to build up a base there, then get animals in Popham-City, bring them back to your Popham base and feed and cure them.
Then you have to defend your base until the Transport to Provicende is available.
If you have made this, then you have to wait until the Popham Server is wiped... then will be your animals available for you on Providence.
Think, then you have to bring them safely from Providence haven to your Base like you have do it on Popham.

Popham Server has startet in mid of June... if the witches not wipe them soon, it will be maybe stay there until November, because JC has tell us, that the Expedition server will be maybe stay for 6 month.
So maybe you can get an animal on Providence not before end of this year.

I'm currently working on the mechanic that will let you 'bank' your animals for taking them home to providence. I am still leaning towards having them redeemable at the conclusion of popham though.
