I've personally held 10 claims on one character in plymouth. You can only have 1 homestead though, but you may swap it between claims as you wish.
Edit: Solaris could you give me a screenie of the location you're trying to place a house along with a gradient set up via the enders or apx leveling tool? Do also remember that objects aren't intended to exactly fit the borders of tiles and it's always advisable to pave and flatten 1 tile out in all directions when placing objects.
I understand that you're frustrated, but so are we. We don't know what's going on, but this is a situation that happens often for new players and it's fairly unlikely to be a bug as a result. Yes, there should possibly be a little more description of where certain buildings can/can't be placed, but you're playing a closed beta, realistically more of a late stage alpha. Little niceties like that are on the to-do list after implementation of actual content.
