Settling (Multiple Settlements?)

Hello. I'm new to settling. Is there a guide to building a base anywhere?

I read that a player can own more than one settlement. Am I able to port to each individual settlement? or can I only have one homesteaded at a time?

This has probably been discussed somewhere. If someone could link it for me, that would be very helpful. Thank you.

people have multiple settlements with multiple accounts or characters. You can only have 1 homestead and teleporting does not exist outside of providence and the outposts of the town.

Not absolutely correct. You can have multiple bases with multiple claims, if you feel you need to. No teleporting though.
