There seems to be a large degree of agreement on what the main gluttony "sections" are, but I was wondering: how long is it supposed to take to get to those points?

That entirely depends on your play style, how much you play in a week, if this is your first character, whether you have a feasting set of clothes, and the state of your infrastructure.

I was very lazy about my last major character and took almost a year to get even close to 200. But I didn't care much once I was able to kill bears, which I could do at less than 100. A very active player willing to invest in potions, with a good feasting set and a good reason to build a character quickly, could probably do the same in a few days. Maybe even a few hours, I don't know. Of course, this doesn't take into account all the previous time invested in getting the food, potions, clothing, etc.
