I assume he means to have a way to prevent items you keep frequently in your inventory from being used when doing various things. Like for example to avoid accidentally dumping your snack food into a turkey den or compost whenever you spam those. As an example Terraria introduced such a feature now in their latest 1.3 patch by letting you favorite inventory items.
