Trip Hammer ?

Hi,

I have the Metalsmithing and iron amalgation skills, but I don't have the Trip Hammer building available. Do I forgot a skill ? Is it a bug ?
Tried on both clients : official & Latikai

You require the Mechanics skill to build the trip hammer and from what I heard you need the Scribing skill to use the hammer (To use the pulp on the hammer)
