Making questionably effective tools should leave a scent which can be used to put the mad person in stockades. That's a crime against civilization.

Ability to medicate others who are ill so they will stop makeing everyone sick everytime they go to town or someother mechanic that prevents sick people from idleing where everyone spawns into town
