A resident can always destroy something in a town unless its on a pclaim.
And I think the manage claims thing also gives an option to domain pclaim, as in to remove them but pay some silver for it.
Yes the authority drain is daily, and it's pretty easy to keep a town going if its only 750 max authority.
Its like 11 crickets daily, if you cant manage that, you shouldn't even have a town in the first place.

Only residents who are full members of a town can destroy structures, trial members cannot.
