I think its a stupid restriction, especially for developing claims/towns. With the new signpost decay system, it would make sense to have portable storage bins for when you're building huge things that require hundreds to thousands of materials so you can gather them up beside the construction site and then move them away once its complete. It doesn't make sense to destroy something that costs 300 silver after you're done, or carry literal tons of items across you're entire town.

Tools that were created by a sane person (ie before the patch or by someone with 0 madness) WERE indeed the correct tool. If it were a questionably usable tool a sane person would see that right away, not after having it for months and months then oh suddenly it never was real! If you have a steel shovel then, you have a steel shovel. However, if you are mad you might get confused and forget how to use it. No matter how mad/insane you are you cannot mindbend a steel tool into a ?. Your madness may cause you to view this tool as questionably usable but a sane person would be able to see it for what it REALLY is. In such case you would probably just need to take a break and do some calming tasks for a bit, ease your mind. Eventually you'd come back to enough senses to see the tool is as it always was, and not questionably usable. At really high levels of madness it may become more and more difficult to calm yourself but at lower levels it probably wouldn't happen often or be too much of a nuisance.
